कविता भारत में ब्रिटिश राज के उस काल का चित्रण करती है जब स्वाधीनता संग्राम शरू ही हुआ था। सदियों के प्रभुत्व ने भारतवासियों के आत्मबल को तोड़कर रख दिया था और उन बुद्धिजीवियों को भी आघात पहुँचाया था जो साधारण मनुष्य को अधिक प्रभावित कर सकते थे कवि, नाटककार, दूसरे लेखक। कविता में इनका प्रतिरूप है गाना गाने वाली चिड़िया। इनकी आवाज को बहुत समय से दबाया हुआ था। उनके (अंग्रेजों के) द्वारा किसी भी प्रतिकार को सख्ती से, कठोर बल प्रयोग तथा संवाद नियन्त्र” द्वारा दबाया जाता था। किन्तु अब भारतवासी जाग चुके थे। कविता में महान सुबह आसन्न स्वाधीनता है और दुःख भरी रात प्रभुत्वकाल। प्रत्याशा का आनन्द देश में फैला हुआ व्यापक तातावरण है जिसे खिलती हुई कलियों के रूप में चित्रित किया गया है और स्वाधीनता की आशा को वायु के पुनर्वागमन के रूप में। जिस प्रकार पक्षी सुबह होते ही प्रकाश की ओर उड़ने को तैयार होते हैं उसी प्रकार भारत के लोग भी स्वतन्त्रता के शानदार पथ पर चलने को तैयार हैं। ऐसे समय वे बुद्धिजीवियों, जिन्होंने अत्याचार का प्रहार भुगता है तथा जो टूटे हुए पंख वाले पक्षी के समान हैं, से पूछते हैं कि क्या उनमें इतनी शक्ति है कि वे उनके साथ चल सकेंगे ?

गीत गाने वाली चिड़िया का उत्तर प्रशंसनीय है। वह कहती है कि आजादी की जिस पुकार ने लोगों को जगा दिया है उस पुकार को उसका उन्मुक्त किन्तु दु:खी हृदय अनदेखी नहीं कर सकता। सदियों के दमन ने भले ही शरीर को कमजोर कर दिया हो, वह आत्मवल को निश्चय ही नहीं तोड़ पाया है। उसका शरीर भले ही दबाव में हो फिर भी उसका स्वर अविजित है। वह जख्मी पंखों को, लाबे समय से इन्तजार कर रही, उसकी स्वतन्त्रता की ओर उड़ान को रोकने नहीं देगी। इतना कहकर वह घायल चिड़िया ऊपर और ऊपर उड़ जाती है-अपनी हृदय की आकांक्षा, स्वाधीनता को प्राप्त करने के लिए।
